Paul
A van Tulder
President
Paul is an INCOSE ESEP and President of the Seattle Metropolitan Chapter (SMC) of INCOSE. A retired Boeing Associate Technical Fellow, he worked in Boeing’s commercial and defense divisions for more than 40 years, contributing to the certification of advanced cockpit electronics. His experience spans the design, analysis, flight testing, and certification of complex avionics hardware and software systems (e.g., GPS navigation; tablets/mobile devices communications integration, etc.) to improve flight operations sustainability in daily operations. He has also supported future mobility and Air Traffic Management initiatives, remote-control operations for U.S. military manned and unmanned platforms, autonomous robot integration and validation in Boeing’s wing factory, and complex system-of-systems simulations to digitally test sustainable flight operational concepts. Paul became more involved with INCOSE through SMC over a decade ago, serving as SMC Director at Large beginning in 2022, SMC Vice President in 2025 and Chapter President in 2026. He also developed deep expertise in balancing systems engineering risks and opportunities through Boeing-contracted FAA and NASA research, including leading systems engineering for five Boeing ecoDemonstrator flight-test campaigns since 2016 to build trust in effective ATM solutions. At INCOSE, his focus is on tailoring, scaling up and communicating INCOSE methods more effectively, in simpler terms, with the overarching goal of reducing SE complexity.

Dr. Dallas Rosson, PMP, CSEP, is an accomplished Systems Engineer, Computer Scientist, and Project Manager with over twenty years’ of experience working software development for the Department of Defense. He is a lecturer in the Industrial & Systems Engineering Department, University of Washington and the Principal Engineer in the Digital Transformation Division at the Naval Undersea Warfare Center Division Keyport. Palmer

John is a Senior Technical Fellow, System Engineering at The Boeing Company. John has over 30 years of experience in the design, analysis, verification, and operation of complex integrated hardware and software systems. As a Senior Technical Fellow in Systems Engineering of The Boeing Company, John is sought for consulting and execution of critical engineering challenges across multiple business units. John’s experience includes manned spacecraft, communication and remote sensing satellites, commercial aircraft flight controls and systems integration, and mobile satellite communication networks. He has worked at the level of detailed HW/SW integration in high integrity aviation electronics, through to the level of systems of systems required for globally mobile mission critical communication services. In addition to solving development problems, John’s responsibilities aim at improving system engineering processes and tools, and planning for long range implications of nano- and other disruptive technology.

Alex has worked in the aerospace industry since 2009 with the majority of that time as a systems engineer. His experience covers the full systems lifecycle from stakeholder analysis through sustainment on a variety of aircraft and space platforms using both traditional and model-based approaches. He has been a member of INCOSE since 2019 and a CSEP since 2023. His most recent role is as Senior Manager over systems and software engineering at Korry Electronics.
Jiovany Soliman
Director at Large
Jiovany Soliman is a Technical Lead Engineer (TLE) at The Boeing Company and a Boeing Designated Expert (BDE) in Digital Engineering and Model-Based Systems Engineering (MBSE). He currently serves as the Digital Engineering Lead for the KC-46 program, where he leads a cross-disciplinary team driving digital transformation across one of the largest and most complex programs in Boeing’s portfolio. He also serves as a Principal Investigator within Boeing’s Mobility, Surveillance, and Bombers division, leading various research and development initiatives in MBSE, artificial intelligence, and robotics. Outside of Boeing, Jiovany is an instructor at the University of Washington, where he teaches graduate-level courses in SysML and MBSE, combining his passion for engineering with a commitment to developing the next generation of systems engineers. As a lifelong aerospace enthusiast, he is dedicated to advancing STEM education and inspiring future innovators through his service as a Boeing Ambassador for the Museum of Flight’s Washington Aerospace Scholars (WAS) program. He is also a member of the University of Washington–Boeing Focal Team, helping strengthen partnerships between industry and academia.

He is principal with Air Direct Solutions. He works with companies in the application of systems engineering to define and solve problems. This includes defining user needs, system/subsystem requirements, system architecture, risk management, interface definition and verification planning. Paul has professional experience in the entire range of product development in the aerospace, avionics, defense, e-commerce and medical device industries. He is a past President of the Seattle Metro Chapter and INCOSE member since 1997.

Muhammad Alshihabi is an Electrical Engineering student at the University of Washington. He serves as the Lead Systems Engineer for the PACCAR E-Truck project, where he works on system architecture, requirements, and coordination across teams. He previously worked as a Systems Engineering Intern at Greenpoint Technologies. His experience includes SysML modeling and requirements management. He is pursuing a career in systems engineering.

Communications Director
Mahsa Paydar works as an Avionics Design and Analysis Engineer at Boeing. She has served as the president of the Mentoring Committee at NAVAIR. She is currently pursuing a Master’s degree in Systems Engineering from the University of Washington and collaborating with INCOSE Seattle Metro Chapter to facilitate communication with the general membership.

Leanne is currently a Model-Based Systems Engineer who has worked for Kratos Defense and Security Solutions for a little over one year. Prior to this job, she also worked in the aerospace and defense industry holding the title of Systems Engineer at Northrop Grumman for two and a half years. Leanne holds a B.S degree in Mechanical Engineering from Purdue University as well as various industry certificates, including the Object Management Group (OMG) SysML Model User certificate and the Cloud and DevOps: Continuous Transformation Professional Education certificate from MIT. She has been a member of INCOSE since May of 2022 and has been involved with the Western States region as a member of the Wasatch Chapter and Colorado Front Range Chapter. Since becoming involved with INCOSE, Leanne has been dedicated to helping the chapters teach and promote Systems Engineering practices within the community by volunteering at outreach events, speaking at a University INCOSE event, and attending INCOSE and other Systems Engineering conferences. She continues to be a part of the ongoing development within the Seattle Metro Chapter.
